''Tom Clancy's Splinter Cell: Blacklist'' is an action-adventure stealth video game developed by Ubisoft Toronto and published by Ubisoft. It is the sixth installment of the main ''Tom Clancy's Splinter Cell'' series and is the direct sequel to ''Splinter Cell: Conviction''. It was released for Microsoft Windows, PlayStation 3, Wii U, and Xbox 360, in August 2013 worldwide.
Players assume control of Sam Fisher, a spymaster working for the Fourth Echelon, whose objective is to stop a group of terrorists called "the Engineers", who threatens the United States to recall all troops deployed abroad. The game's core gameplay is similar to its predecessors, in which players are tasked to complete objectives and defeat enemies through lethal or non-lethal methods. The game hoped to combine elements of its predecessors, which include the action focus of ''Conviction'', and the stealth focus of the older games. The game also marked the return of the asymmetrical multiplayer mode Spies vs. Mercs, which was introduced in ''Pandora Tomorrow''.
The game is the first title to be developed by Ubisoft Toronto, a new studio founded by Ubisoft in 2009. The game was directed by Maxime Béland, who had previously worked on ''Conviction''. In order to prepare for the game, he read lots of reviews and feature lists of ''Conviction'', and decided what to add and what to remove. This is the first ''Splinter Cell'' game that stars Eric Johnson as Sam Fisher, as the series veteran Michael Ironside was unable to perform motion capture for the game. The Toronto studio only focused on the development of the game's Windows, PlayStation 3 and Xbox 360 versions. As a result, the development of the game's Wii U version, which was announced after the game's initial announcement, was handled by Ubisoft Shanghai.
The pre-release reception of the game was generally positive, despite the new voice actor not being well received. Set in a third-person perspective, players assume control of Sam Fisher, who is on a quest to stop a terrorist organization called "the Engineers". Throughout the game, players can rotate the game's camera, run, crouch and leap over obstacles. As the game aimed to continue the trend of "aggressive stealth” introduced in ''Conviction'', while retaining the traditional stealth features of the older games, the game combines both action and stealth together. As a result, it allows players to use different approaches and methods to complete objectives and defeat enemies. For instance, players can complete levels without being noticed by the artificial intelligence of the non-playable characters. To do so, they can take behind cover, and deploy traditional stealth methods. Enemies become alerted when they notice the dead bodies of their former companions. To avoid this, players can move these dead bodies around and hide them in different secret places. Fisher can also create a dark environment, which grants him strategic advantages, by destroying all the lights nearby. Fisher is equipped with his night vision goggles, whose ability can be activated for him to see and detect enemies in darkness. He is also equipped with a pair of sonar goggles, which allows him to see through wall. Fisher also has a new surveillance device called Trirotor, which can be used to spy on enemies and create distractions. It can unleash an electric shock and be self-detonated in order to kill enemies.
Alternatively, players can also play the game more aggressively in a run-and-gun style, by using the gadgets and weapons provided in the game to eliminate all the enemies. Players can interact with different environmental objects, like ledges and zip-lines, to navigate levels. The mark-and-executive system introduced in ''Conviction'' returns in ''Blacklist''. Featuring more refinements and additions, the system allows players to mark several targets. When players perform an attack, they can kill all the marked targets instantly. Improvements were made to the system so as to allow it to perform more fluidly. There is a variety of enemies that players would encounter in the game, including human soldiers and dog enemies, who would follow the protagonist and alert its companions. Players have the options to kill them, leave the untouched, or to incapacitate them via non-lethal approaches. Player's performance is graded into 3 categories - Ghost (mostly playing the mission in a stealthy manner), Panther (equally playing stealthy and aggressively), and Assault (with an emphasize on combat).
When players kill or avoid targets, or complete objectives, experience points or money will be awarded. These be used to buy new weapons, improve existing ones, or upgrade the Paladin ship and Sam's suit and equipment. These upgrades increase players' efficiency in completing missions. The color of Sam's goggles can be customized as well. The amount of experience gained depends on the difficulty level and the way the game is played - the stealthier the player was (while playing on a higher difficulty), the more they will be rewarded. The system was known as "universal economy" according to Ubisoft Toronto. The system aimed to give players a sense of satisfaction, in which every action of players has it corresponding reward.
The Paladin is an aircraft that acts as the game's hub. Between missions, players can interact with different crew members in the ship and have a glimpse of the game's objectives.〔 These crew members also offer the protagonist different side-missions to complete. Before each mission begins, Fisher can deploy the Strategic Mission Interface, which allows players to see the position of different enemies, thus allowing players to plan their attacks and routes accordingly. Players can also use the interface to access multiplayer modes and missions
The game also features interrogation sequences, which involve questioning or torturing targets. Despite that, the game would not feature interactive torture scenes like ''Conviction''. However, players still get to decide the fate of their targets, whether to spare them, or kill them immediately after interrogations. These decisions also impact and influence the relationship between Fisher and other crew members.〔
The game also features platform-specific features. There is voice integration with Xbox 360's Kinect peripheral, which allow players to say things to distract enemies and then attack. The player can also use the Kinect sensor to control the protagonist with their body instead of the Xbox 360 controller. In the Wii U version, the Gamepad controller's touchscreen acts as an interface to access gadgets and other features from the protagonist's arm-mounted computer, or OPSAT. It also incorporates the screen and motion controls to highlight enemies through thermal vision when using the Killing in Motion mechanic. However, the Wii U version was not shipped with the game's cooperative mode.
